Product Care announces consultation on proposed amendments to the BC Paint and Household Hazardous Waste Program Plan

Overview: What’s changing

Product Care is inviting stakeholder feedback on proposed amendments to its approved Extended Producer Responsibility (EPR) Plan in accordance with British Columbia’s Recycling Regulation.

On October 27, 2025, the government of British Columbia approved amendments to the Recycling Regulation adding new product categories under extended producer responsibility (EPR).

In response to these regulatory changes, Product Care is proposing amendments to its existing approved BC Paint & Household Hazardous Waste Program Plan to incorporate newly designated products within the canister and automotive product categories.

As part of this proposed expansion, the Program would transition to the BC Hazardous and Special Products (HSP) Program to reflect the broader proposed program scope.

The proposed product scope and implementation approach remain subject to stakeholder consultation and Ministry approval.

• Plan submitted to the Ministry: June 30, 2026

As part of the product expansion, Product Care is proposing to include products within the following categories to the program:

• Canister Products
• Automotive products

Consultation closed

Thank you to all stakeholders who participated in the consultation on proposed amendments to Product Care’s BC Paint and Household Hazardous Waste Program Plan. The proposed amendments respond to recent changes to BC’s Recycling Regulation and the addition of new product categories under EPR, such as Canister and Automotive products. Feedback received is being reviewed as Product Care finalizes the amended Program Plan for submission to the Ministry by June 30, 2026.
