This is a not-for-profit program funded entirely by Environmental Handling Fees (EHFs) applied to the sale of new lighting products. The fees are utilized for collection, transportation, recycling and safe disposal of returned products, as well as program administration and communication. Manufacturers, retailers and wholesalers may include the recycling fee in the product price.

The Environmental Handling Fee is taxable, as it is considered to be a part of the price of regulated products. While the taxes applied to the fee are remitted to the government, no part of the fee itself is remitted to the government.
