This program is funded by recycling fees applied to the sale of new lighting products. In BC, fees have been applied to the sale or supply of:
- all lights/lamps since July 1, 2010, and
- all ballasts and fixtures (including retail, industrial, commercial and institutional sales) as of October 1, 2012.
The fee rates vary by product type.
The fees are used to cover program costs, including managing the collection, transportation and recycling system for returned products. Manufacturers, retailers and wholesalers may include the recycling fee in the product price or display it as a separate charge to purchasers.
The Environmental Handling Fee is taxable, as it is considered to be a part of the price of regulated products. While the taxes applied to the fee are remitted to the government, no part of the fee itself is remitted to the government.

Tubes include linear, U-shape and circ-line. Their length is the length of the tube if straightened.
