Dear Members,
On October 27, 2025, the Government of British Columbia approved amendments to the Recycling Regulation, adding new product categories under extended producer responsibility (EPR), including canister and automotive products.
In response to these regulatory changes, and at the request of industry, Product Care is proposing amendments to its existing approved BC Paint & Household Hazardous Waste Program Plan to incorporate newly designated products within the canister and automotive product categories.
As part of this proposed expansion, the Program would be renamed to the BC Hazardous and Special Products (HSP) Program to reflect the broader proposed program’s scope.

We encourage all members to review the materials and participate in the consultation process. Feedback received will be considered when finalizing the amended program plan prior to submission to the Ministry by June 30th, 2026.
