Dear Product Care Members,
We’re pleased to announce that, as of March 13, 2026, the British Columbia Ministry of Environment & Parks has approved, with conditions, Product Care’s 2022 Extended Producer Responsibility (EPR) Plan for Paint and Household Hazardous Waste (HHW).
This approval represents the culmination of several years of work and reflects ongoing collaboration with the Ministry and stakeholders to support regulatory compliance for members.
As part of this approval, Product Care is required to share the Ministry’s final decision letter, which includes conditions, with members.
We acknowledge and appreciate the continued support of our members in the ongoing delivery of the program.

BC product expansion (Automotive and canister products)
The BC Recycling Regulation was amended on October 27, 2025, introducing new automotive and canister product categories. In accordance with regulatory requirements:
- An EPR Plan must be submitted by June 30, 2026
- A minimum 45-day consultation period is required as part of the plan development
- Implementation is required by February 1, 2027 (automotive products) and April 1, 2027 (canister products)
Given the tight timelines, Product Care is actively reaching out to members and industry associations to inform the development of the draft program plan, including to:
- Determine which products fall within scope
- Ensure sufficient information is available to develop the plan
- Prepare the plan for consultation
Timely member input will be critical to support plan development.
Newly regulated products:
Canister products
Include products such as aerosols, single-use fuels, bear spray and other animal deterrents, sealants, adhesives, CO₂ canisters for beverages, helium canisters, fire extinguishers, and portable propane cylinders.
Automotive products
Include products designed for use in the maintenance or repair of a motor vehicle, including fluids, gels, greases, waxes, creams, and aerosols.
