Dear Alberta Hazardous and Special Products (HSP) Members,
Annual Reports
This notice serves as a reminder that Alberta Hazardous and Special Products (AB HSP) producers are required to submit their 2025 Annual Reports to the Alberta Recycling Management Authority (ARMA) no later than June 30, 2026.
For your reference, the following outlines the information that should and should not be included in producers’ annual reports, in accordance with Section 10 of the Alberta EPR HSP Bylaws and as confirmed by ARMA.
Producers’ annual reports must include the following information:
Supply Data Reporting
Producers must report, through the supply data reporting section of ARMA Connect, the annual weight of HSP Designated Materials by Material Type supplied to consumers in Alberta between January 1, 2025 and December 31, 2025.
Financial Statements
Producers that charge visible fees are not required to submit audited financial statements for 2025. However, ARMA reserves the right to request audited financial statements in the future with respect to any visible fees charged.
Actions Taken to Meet Producer Obligations
Producers must provide a description of the actions taken in 2025 to satisfy the requirements applicable to HSP producers under Part 2 of the EPR Regulation. This may include, but is not limited to:
- Registering with ARMA as HSP producers;
- Delegating Product Care as their PRO;
- Registering with Product Care as a member;
- Reporting and remitting Environmental Handling Fees (EHFs) on program materials; and
- Other compliance-related activities undertaken during the reporting period.
Information Not Required in Producers’ Annual Reports:
The following information is not required to be included in producers’ annual reports:
Material Management Requirements
Section 26 of the EPR Regulation does not apply to non-battery HSP producers.
Collection Requirements
Producers are not required to report on collection activities, as this information will be included in Product Care’s annual report.
Amendments to the Alberta EPR Regulation – Removing Windshield Washer Fluids/Diesel Exhaust Fluids/Antifreeze from HSP
On May 7, 2026, the Government of Alberta announced the amendments to move windshield washer fluids, diesel exhaust fluids, antifreeze and their containers from the HSP Extended Producer Responsibility (EPR) program into the Used Oil Materials Recycling program operated by ARMA.
Product Care will be working closely with ARMA to develop a smooth transition from EHFs reporting to Product Care to eco fees reporting to ARMA. The tentative date is currently October 1, 2026. Confirmation and more details to come.
In addition, the Alberta Paint and Paint Container Designation Regulation, Designated Material Recycling and Management Regulation, and Lubricating Oil Material Designation Regulation have been extended by five years to June 30, 2031.
