Dear Alberta Hazardous and Special Products (HSP) Members,
As communicated in our May and early June bulletins, the Government of Alberta (GoA) announced amendments through O.C. 141/2026 (A.R. 92/2026) on May 7, 2026, transferring windshield washer fluids (WWFs), diesel exhaust fluids (DEFs), antifreeze, and their containers from the Product Care’s HSP program to the Used Oil Materials Recycling Program administered by the Alberta Recycling Management Authority (ARMA), effective August 5, 2026.
Product Care has engaged with ARMA on ensuring a smooth and orderly transition for obligated producers. Effective August 1, 2026, EHF remittances are no longer required for these 3 products under Product Care’s Alberta HSP program. ARMA environmental fees will come into effect on August 1, 2026, at which time reporting obligations for these products will also transition to ARMA. For more information on registering with ARMA, environmental fee rates under the Used Oil Program, and reporting requirements, please contact ARMA at info@albertarecycling.ca. Please note that these changes only impact Product Care’s Alberta HSP program and do not affect any other Product Care HSP and HHW programs.
Product Care will update the PCA Portal to reflect the removal of the WWF subcategory effective August 1, 2026.
