2024 Nova Scotia Lamps Program

Dear Product Care Member,

The Nova Scotia Solid Waste-Resource Management Regulations was amended in August 2023 to include lamp products. Under the regulation, brand owners are the obligated party.  The program must be operational by August 1st, 2024.

Brand owner is defined as either:

  1. A person who is the owner or licensee of the intellectual property rights to lamp products sold, offered for sale or otherwise distributed in or into the Province,
  2. A manufacturer or distributer of lamp products sold, offered for sale or otherwise distributed in or into the Province,
  3. For lamp products imported into the Province, the first person to sell or offer for sale lamp products in the Province;

Lamp products are defined as:

replaceable light source designed to produce light from electricity and includes, but is not limited to, all of the following:

  1. Fluorescent tubes,
  2. Compact fluorescent lamps,
  3. High-intensity discharge lamps,
  4. Incandescent lamps,
  5. Light-emitting diode lamps,
  6. Mini-lights bulbs

Lamps include all lamp technologies and all sectors (i.e. residential and IC&I lamps) but does not include fixtures.

The brand owner is required to submit a program plan to the Minister for approval by February 1, 2024.

Section 18AK (5) allows for the brand owner to designate Product Care to operate the lamp stewardship program on behalf of the brand owner and requires the name and contact information of each brand owner to be included in the program plan.

Product Care intends to submit a program plan for lamps on behalf of brand owners and will be announcing Environmental Handling Fees (EHF) rates once they have been set.

How to join:

If you are a brand owner for lamps, as defined under the Nova Scotia Solid Waste-Resource Management Regulation, and wish to designate Product Care as your lamp stewardship program, you must register via PCA Registration & Reporting Portal, by selecting NS Lamps / Lighting Products, before February 1, 2024.
