Proposed Saskatchewan EPR Regulatory Changes

Dear Members,

The Government of Saskatchewan has released a discussion paper outlining proposed changes to several extended producer responsibility (EPR) regulations related to hazardous and special products, paint, batteries, and used oil and antifreeze materials.

The proposed amendments are intended to modernize Saskatchewan’s stewardship framework, improve environmental protection, increase collection and recycling opportunities for residents, and align provincial requirements more closely with other Canadian jurisdictions.

Key themes of the proposed changes include:

  • Replaces the CSA classification reference with a requirement that applies to any household consumer product displaying a hazard symbol identified in Schedule 2 of the Canada Consumer Chemicals and Containers Regulations (CCCR).
  • Expanding the range of regulated products to potentially include empty containers for hazardous products, paint, medications, and pressurized products (e.g., down-the-drain products and aerosol containers), as well as items such as medical sharps, vaping devices, and small sealed lead-acid batteries.
  • Expanding certain used oil and antifreeze product categories to include brake and parts cleaner aerosols, and removing legislated collection zones.
  • Consolidating the current Waste Paint Management Regulations into a broader Hazardous and Special Products regulation.
  • Updating product definitions and terminology, including replacing the term “first seller” with “producer.”
  • Introducing additional reporting, accessibility, and performance target requirements for stewardship programs.


The Ministry of Environment is conducting a 60-day engagement period and is seeking feedback from stakeholders. Written submissions are being accepted until July 10, 2026.

Members are encouraged to review the full discussion paper and consider how the proposed changes may impact their organization and operations.
