Following the amendment to the BC Recycling Regulation, which introduced an automotive product category, Product Care and other Producer Responsibility Organizations (PROs) have been working with industry to clarify how certain products, including windshield washer fluid, are reported and managed across stewardship programs. This work is focused on clarifying program scope and addressing areas of overlap between programs.
On December 22, 2025, January 30, 2026, and March 3, 2026, Product Care communicated upcoming Environmental Handling Fee (EHF) changes, including the introduction of an EHF for windshield washer fluid in British Columbia (BC).
This notice provides an update to those communications.
Effective April 1, 2026, the EHFs for windshield washer fluid in BC will be set to $0 until further notice.
This step allows additional time for Product Care, other PROs, and industry partners to clarify program scope, address potential overlap between stewardship programs, and provide clear direction on which program these products fall under.
Please note the following:
- Reporting will still be required for windshield washer fluid supplied in BC that meets the program’s flammability criteria. Members must report the supply of these products beginning April 1, 2026.
- This change applies only to BC. EHFs for windshield washer fluid in other jurisdictions remain in effect as previously announced.
- Product Care will provide advance notice of any future updates to this notice.
