Prior to the April 1, 2025 start of the AB HSP program, Product Care conducted a lab pack sampling study to establish a fair cost allocation between non-HSP household hazardous waste (HHW) and hazardous and special products (HSP) within the commingled collection system. The results informed the 2025 HSP cost allocation.
To help inform the cost allocation for 2026, Product Care will be conducting a more robust lab pack sampling study in October 2025. Recognizing that communities are key partners in this program, we invite communities that opted for commingled collections to observe the study in the spirit of collaboration and transparency. The study will be conducted by the service providers using HHW/HSP containers collected from communities. The result of this study will inform the allocation for 2026, and the results will be communicated in November 2025.

Due to space limitations and the safety requirements of our service providers, community observers will be limited to a maximum of eight representatives per location and time slot.
