About The Position
This Program Manager is responsible for the overall program administration and oversight, program performance and commitments, regulatory compliance, regulatory and management reporting, strategic planning, liaison with key stakeholders and service partners management. Responsibilities include the growth of collection services network, collection services onboarding and training, inspections of collection network and administrative management of the programs, with the goal of an efficient and effective program, achieving or exceeding the committed environmental outcomes.
Responsibilities:
Program Administration
- Responsible for overall administration and operations of the programs.
- Responsible for all regulatory filings and reporting related to the administration and operation of the program but not limited to program plan filing, annual reports, management reporting, collection site registration and reporting.
- Liaise with regulators to ensure the program complies with applicable regulatory requirements (operational and administrative), including but not limited to extended producer responsibility regulations, guidelines and policies, and approved program plans.
- Lead, plan, coordinate, and support various internal departments to ensure program plan commitments/objectives and regulatory policies and directives are fulfilled such as contract management, program accessibility, program awareness etc.
- Monitor and support all collection service sites and service partners including service partner audits and collection network inspections.
- Develop and maintain program guidelines to support the program and ensure regulatory compliance.
- Provide content and information to the communication department for the creation of promotion and advertising materials.
- Support projects to improve the collection system for the various programs in the provinces.
- Present, attend meetings with regulators, other stewardship program meetings, Indigenous Services Canada, First Nations working groups, and other stakeholder groups.
- Stakeholder engagement including attending tradeshows and conferences.
- Organize promotional events to promote programs.
- Respond to inquiries from the public, collection sites, large volume generators and other stakeholders.
Program Operations and Logistics
- Responsible for collection network development, expansion, recruitment and transition of collection sites.
- Initiate contracts, set-up and onboard all collection sites. Develop, track and manage administration of all documentation and forms of collection sites network.
- Recruitment and on-boarding of Large Volume Generators (LVG).
- Recruitment and on-boarding of One-time clean-up projects.
- Recruitment for Household Hazardous Waste (HHW) events.
- Lead the development of a strategic plan for the collection system build-out.
- Support and provide oversight for the operation of program collections sites and, events.
- Participate with all PROs in the development of the Winter Road and First Nation Waste management project and other projects that may arise.
- Monitor and liaise with collection sites to ensure regulatory compliance and optimize collection site efficiencies.
- Update collection site tracking system for all collection sites, onetime clean up, LVG, track potential new sites or transition sites and events.
- Source service partners. Resolve logistical and operational issues.
- Develop and implement training material and documentation, etc., for on-site operations.
- Provide training to the collection sites and events.
- Perform collection site inspection.
What You Bring
The ideal candidate will possess the following skills, experience, and qualifications:
- Post-secondary education in administration, regulatory affairs, environmental studies, logistics or equivalent experience.
- Minimum of 5 years working experience in the environmental, regulatory compliance and/or logistics sector.
- Clear and concise English language abilities, both written and verbal.
- Ability and flexibility to travel and possess a valid driver’s license.
- Understanding of recycling program administration and supply chain best practices.
- Effective communications skills, with the ability to listen, persuade and collaboratively give feedback.
- Analytical thinking with very good problem-solving and troubleshooting skills.
- Well-coordinated project management skills.
- Takes initiative, has a strong work ethic, can execute and gets things done.
- Proficient in MS Office Suite, with a working knowledge of databases.
