Program Specific Eco Fees

BC Paint and Household Hazardous Waste (HHW)

Important Notice - the eco-fees for the 1 gallon and 5 gallon container sizes of the paint category of the Product Care Programs in British Columbia and Saskatchewan have been changed effective February 1, 2011. More information here. 

The program is funded entirely by the eco fees remitted by Product Care's industry members. Eco fees paid by members are based on their unit sales in the provinces where Product Care has programs. The eco fee may be shown separately or may be included in the product price. The eco fee is taxable, as it is considered to be a part of the price of regulated products. While the PST and GST (or HST) are remitted to the government, NO PART of the eco fee itself is remitted to the government.

New eco fee rates for compact fluorescent lights and tubes effective as of October 1, 2011. See fee change notice here.

Eco fees paid by members are based on their unit sales in BC and vary according to the type or length of the light. The eco fee may be shown separately or may be included in the product price. The eco fee is taxable, as it is considered to be a part of the price of regulated products. While the PST and GST (or HST) are remitted to the government, NO PART of the eco fee itself is remitted to the government.

BC Smoke and CO Alarms

The BC Smoke and Carbon Monoxide (CO) Alarm Recycling Program will start on October 1, 2011. The program will be funded entirely by the eco fees remitted by Product Care's industry members. Eco fees paid by members are based on their unit sales in BC. The eco fee may be shown separately or may be included in the product price. The eco fee is taxable, as it is considered to be a part of the price of regulated products. While the PST and GST (or HST) are remitted to the government, NO PART of the eco fee itself is remitted to the government.

Saskatchewan Paint Fees

The program is funded entirely by eco fees remitted by Product Care's industry members. Eco-fees are paid by Product Care members based on their unit sales in the provinces where Product Care has programs. Eco-fees may be shown separately or may be included in the product price and are subject to GST. If the eco-fees are shown separately on the sales receipt by the paint retailer then PST does not apply to the eco-fees. No part of the eco-fee is remitted to the government. Read the notice to SK paint retailers that details how PST is charged.

Manitoba Household Hazardous Waste Fees

The program is funded entirely by the fees remitted by Product Care's industry members to the program. The fees will apply to paint products and fluorescent lamps only as of May 1, 2012. Other HHW product categories will be added later to the program and members will be notified in advance. The fees are based on the number of units sold in the province during the reporting period. The fee is subject to sales tax (federal and provincial), as it is considered to be a part of the price of the regulated products.

Manufacturers or retailers may choose to build the fee into the product price, or display it as a separate charge to consumers at the time of sale. Note: fee rates for MB paint and MB fluorescent lamps are the same rates as for the Product Care BC program.

Newfoundland and Labrador Paint Fees

The program is funded entirely by the fees remitted by Product Care's industry members to the program. The fees will apply to paint products as of May 1, 2012. The fees are based on the number of units sold in the province during the reporting period. The fee is subject to sales tax (federal and provincial), as it is considered to be a part of the price of the regulated products.

The NL paint program is required to begin operations on April 18, 2012, but the effective date for fee is May 1, 2012. Please note visible fees are not permitted by the NL regulation.
