The Oregon Paint Stewardship Pilot Program
Oregon has passed legislation which provides for the establishment of a statewide architectural paint stewardship pilot program through a product stewardship organization. See the Oregon legislation.
PaintCare Inc., is the industry non-profit association formed by the American Coatings Association (ACA). PaintCare developed the paint stewardship pilot program plan on behalf of the producers of architectural paint sold in Oregon for submission to the Oregon Department of Environmental Quality, as required under the legislation. The program plan was approved by the Oregon DEQ on June 29, 2010 - view the news release.
PaintCare has engaged Product Care Association to implement and manage the Oregon Paint Stewardship Pilot Program. The Program will be funded by an assessment on each container of architectural paint sold in Oregon, remitted to the Program by the producers. The Program will include a network of paint collection sites, which may be local government sites, retailers or others, transportation from the collection sites to processors, and recycling, reuse, energy recovery and disposal of the collected paint.
The Program launched on July 1, 2010. Based on the "sunset" provision in the legislation, the Program will end on June 30, 2014, however, if successful, it is possible that the Program will be extended.
